PUBLIC NOTICE: Notice of Completion of Draft Environmental Impact Statement, Public Hearing Date and Public Comment Period for the Rye Lake Filtration Plant

This notice is issued pursuant to the regulations implementing the State Environmental Quality Review Act (“SEQRA”). Westchester Joint Water Works (“WJWW”), as the lead agency under the SEQRA, has prepared a Draft Environmental Impact Statement (“DEIS”) for the WJWW Filtration Plant Project in the Town of Harrison, County of Westchester. On April 12, 2022, the WJWW Board of Trustees, as Lead Agency, accepted the DEIS as complete and sufficient for public review. The DEIS is available on-line at http://wjwwfiltration.org/seqra/ and at WJWW’s offices at 1625 Mamaroneck Avenue, Mamaroneck, NY 10543. On the same date, the WJWW Board of Trustees scheduled a public hearing to take place on May 25, 2022 at 5:00 p.m. for the purpose of taking public comment on the DEIS. The public hearing will be held at the Town of Mamaroneck Town Center Court Room on the 2nd Floor, 740 West Boston Post Road, Mamaroneck, NY 10543. All of those interested will be given an opportunity to be heard with a time limit of three (3) minutes per speaker. WJWW will accept written comments on the DEIS until June 6, 2022 by mail to Westchester Joint Water Works at 1625 Mamaroneck Avenue, Mamaroneck, NY 10543 or by email at seqr@wjww.com. To be considered, the public comment on the DEIS must be received by WJWW on or before June 6, 2022. Should sign language translation be required, accommodations must be requested 5 days in advance of the public hearing. Requests can be made to mpolvere@wjww.com. The Filtration Plant Project includes the construction and operation of a 30 million gallon per day dissolved air flotation filtration plant for WJWW’s nearby Rye Lake (Kensico Reservoir) drinking water source. The filtration plant is proposed to protect the health and safety of WJWW customers and to comply with an Administrative Order of the United States Environmental Protection Agency (“USEPA”), a New York State Supreme Court Order, USEPA regulations promulgated under the Safe Drinking Water Act, and the New York State Sanitary Code. The proposed location of the filtration plant is a 13.4-acre tract of land accessed via Purchase Street, in the Town of Harrison. The land is currently owned by Westchester County and is part of the Westchester County Airport grounds. It is further proposed that, in connection with WJWW’s acquisition of this tract of land from the County, WJWW would deed to the County a parcel owned by WJWW (parcel ID 0961.- 1) located adjacent to, and to be merged with, the Westchester County Airport.
