PUBLIC NOTICE: Notice of Completion of Draft Final Environmental Impact Statement for the Rye Lake Filtration Plant

This notice is issued in accordance with regulations implementing the State Environmental Quality Review Act (“SEQRA”). Westchester Joint Water Works (“WJWW”), as the lead agency under the SEQRA, has prepared a Draft Final Environmental Impact Statement for the WJWW Filtration Plant Project in the Town of Harrison, County of Westchester.  The Draft Final Environmental Impact Statement, Appendices and Draft Resolution of Completion are available on-line at http://wjwwfiltration.org/seqra/ and at WJWW’s offices at 1625 Mamaroneck Avenue, Mamaroneck, NY 10543.  The Filtration Plant Project includes the construction and operation of a 30 million gallon per day dissolved air flotation filtration plant for the treatment of WJWW’s drinking water source located at the nearby Rye Lake (Kensico Reservoir). The objective of the Project  is to protect the public health and safety of the consumers of the WJWW drinking water system and to comply with legal obligations of an Administrative Order of the United States Environmental Protection Agency (“USEPA”), an injunctive order of the New York State Supreme Court, USEPA regulations promulgated under the Safe Drinking Water Act, and the New York State Sanitary Code. The proposed location of the filtration plant is a 13.4-acre tract of land in the Town of Harrison with access to Purchase Street and directly adjacent to existing water transmission facilities located in the right of way.  The land is currently owned by Westchester County and will be apportioned from the property at the Westchester County Airport. It is further proposed that, in connection with WJWW’s acquisition of this tract of land from the County, WJWW will deed to the County an equivalent 13.4 acre parcel owned by WJWW (parcel ID 0961.-1) located adjacent to, and to be merged with, the Westchester County Airport resulting in no net loss or gain to Westchester County.
